On the 20th of May 2013 General director of the “All-Russian Scientific-Research Institute of Aviation Materials (VIAM)”, academician of RAS Eugene Nikolaevich Kablov took part in the meeting of the Council on intellectual property issues under the chairman of the Federation Council.
The issues of development of long-term state Strategy in the field of intellectual property were considered at the meeting.
In his report Eugene Kablov emphasized, that « the general aim of the Strategy is a creation of intellectual property market, but the main task is a creation of necessary organizational, financial, personnel conditions for sharp increase of filing applications for patents in Russia from 41 thousand to 350 thousand per a year.
According to him, the problem of appointing the rights for the obtained against the state contracts results of intellectual activity has not been solved till that time with legislative factors.
Eugene Kablov also accented attention to a lack of specialists in patenting sphere and considerable decrease of applications for patents.
The arrangement was carried out by the chairman of the Council of Federation Valentina Matvienko, who expressed a perplexity in connection with the fact, that in violation of the established terms the Strategy in the sphere of intellectual property has not been drawn up till that time. She noted, that there was no common purposeful policy in the sphere of intellectual property management on the federal level. “Nowadays the situation has arisen in the country, when more, than 20 federal bodies of executive power possess a competence in the sphere of intellectual property», claimed Valentina Matvienko and made a proposal to concentrate their functions in a single authorized body, which will submit to the Government of RF. She also considers it to be expedient to arrange a working group in the Council of Federation for interaction with federal bodies of executive power on development and realization of long-term Strategy in the sphere of intellectual property.
