On July 29, 2010, Academician of RAS, Evgeny N. Kablov, Director General of the All-Russian Scientific-Research Institute of Aviation Materials (VIAM) has taken part in a meeting on the development of production and consumption of rare-earth metals. The meeting was held by Vladimir V. Putin, the President of the Russian Federation.
As the Head of State pointed out in his report, “production of rare-earth metals in Russia is only about two percent of the world. We are in the second place in proven reserves. Consumption in the form of final production is still largely covered by import. The share of import is about 90 percent”.
According to Vladimir Putin, the range of application of rare-earth metals is very wide: petro-chemistry and energetics, shipbuilding and automotive industry, electronics and building industry.
Vladimir Putin reminded that the special subprogram had been set up within the framework of the state program of development of industry in 2013. “The first stage of the program will be completed during the current year, the result of which should be scientific-technological groundwork – patents, know-how and technologies, which were tested and ready for commercialization. More 4,2 billion rubles have been allocated from the federal budget for these purpose during four years and about 4,6 billion rubles have been raised from non-budgetary sources”, - he declared.
