On December, 17, 2015 Academician of RAS, Evgeny N. Kablov, Director General of the All-Russian Scientific-Research Institute of Aviation Materials (VIAM) participated in presentation of database of Russian Science Citation Index (RSCI).
It should be remembered, that for the first time the company Thomson Reuters (rights holder and operator of global database “Web of Science”) and Scientific e-Library have developed the database of leading Russian scientific magazines RSCI to place them on the platform of Web of Science as a separate database. According to the experts` view, it will make national publications available for users of Web of Science and improve the quality of Russian magazines, and it takes them a possibility to be indexed on this platform, including in the Russian language.
Experts of the working group estimated magazines within each field of science. As a result there was made a list containing 652 Russian science magazines, which comply with the requirements of Web of Science and are of great value for Russian and world scientific community.
Evgeny Kablov, Head of the corresponding expert council, described the process of making a list of magazines on the subject “Engineering and technical sciences”. “I would like to congratulate everyone on this event, which is of great importance for our country in this difficult time. The appearance of database will promote the strengthening relationship with foreign countries in the field of science”, - Head of VIAM pointed out.
Evgeny Kablov informed that 73 scientific organizations, including 47 state scientific centers and 26 leading Russian technical universities had participated in the first selection stage. After the first stage, a list of publications was formed, requiring deep examination. Expert group of famous scientists, including chairmen of expert council of State Commission for Academic Degrees and Titles, rectors of technical universities and heads of research centers was founded for this purpose. According to him, 102 scientific magazines from more than 620 publications were selected and approved to be included into the database of RSCI on the subject “Engineering and technical sciences”.
“I fully support a proposal of Academician of RAS Anatoly I. Grigoriev to carry out the further monitoring of magazines. It is very important to receive appropriate regulatory registration of our activity”, - he pointed out. Evgeny Kablov also suggested establishing a Council under the Ministry of Education and Science of Russia, which will be able to carry out multilevel expertise of scientific magazines in different subject areas. “Implementation of these plans will promote to perform tasks, set by the President to enhance the publication activity and citation of Russian scientists”, - Director General of VIAM declared.
