On June 24, 2015, Academician Evgeny Kablov, Director General of the All-Russian Scientific-Research Institute of Aviation Materials (VIAM), has taken part in a meeting of the Council for Science and Education under the Presidential of the Russian Federation. The event was dedicated to the new challenges and priorities of development of science and technology in our country. The meeting was headed by the President of Russia Vladimir V. Putin.
In his speech, the Head of the State called for development of a long-term strategy of the scientific and technological advance in Russia. "We should get down to the development of strategy of the scientific and technological advance of Russia for a long-term period, Vladimir Putin said, I’d like to emphasize that it should be a document based on our current groundwork, but oriented to the future intellectual breakthroughs, which take into account the qualitatively new external and internal challenges Russia is faced with." According to him, this strategy should be based on an enhancement of the role of science as a very important tool for the development of society.
In addition, the Russian president noted that the external challenges and sanctions have not to be a barrier to the scientific and technological development of the country. "The science is not a "thing-in-itself", it cannot be developed in isolation from the country’ problems, from the challenges the State faces in the geopolitical, economic, demographic and social areas, in the sphere of the national security", - he said.
According to him, the rapid changes happening in the world affect all aspects of life, including scientific and technical area. "The leading states seek to respond flexibly to such trends, to create new mechanisms of support and development of scientific research," - the head of the State said. "We must be ready for such competition; it is an issue of our scientific and technological sovereignty. The external challenges, any restrictions, attempts to control Russia, as well as the weakness of our own scientific potential should not become a barrier to our growth and development", - the President added.
According to Vladimir Putin, "If our partners will depend on Russian technologies and, at the same time, if we are able to provide our leadership in some key areas and quickly to “absorb” and use other countries’ achievements, such interdependence will seriously strengthen our position."
During the meeting, the floor was given Eugene Kablov. In his speech, the Director General of VIAM emphasized the need of development and implementation of national technology initiatives, which will contribute to the preparation of transition of our State to the sixth technological mode.
According to him, the digital technology should become one of the strategic priorities of the national technology initiative. "Unfortunately, I must say, the digital technology, starting from design, simulation and up to manufacturing did not cover the whole industry and it is a key task now. In addition we need to prepare professionals capable to implement the entire chain of digital technologies, i.e. from design and up to products release", - Evgeny Kablov said.
As the head of VIAM noted, creation of a new generation of materials is another strategic direction. "We need to create materials for the full life cycle of products by using digital technology, starting from the development, operation, repair and, which is most important, utilization," - he said. Evgeny Kablov also noted "A fundamental feature of materials of the new generation is that they are developed not in themselves, but in frame of the principle «material - technology - structure»." According to him, it will be tremendously effective in terms of energy costs and labor input. "In fact, this is a key solution to change the industrial character of our economics" – the Director General of VIAM said.
