On June 4, 2015, Academician of RAS Evgeny N. Kablov, Director General of the All-Russian Scientific-Research Institute of Aviation Materials (VIAM) has made a report at the Interregional meeting “Composite materials”, which was held in Novosibirsk in the frame of the International Forum of technological development “Technoprom-2015”.
In his speech, he focused a special attention on application of composite materials in different industries and on development of composite industry in general, which, according to Evgeny Kablov, should be self-sufficing in Russia. Director General of VIAM pointed out: “Nowadays the issues related to high-strength and high-modulus carbon fibers are of particular importance.”
In turn, Cand. of Sc. (Tech.) Olga G. Ospennikova, head of scientific-research bureau «Heat-resistant cast and wrought alloys and steels, protective coatings for GTE components» reported that “in the course of the meeting the issue of introduction of composite materials, and also matters of copyright protection and realization of intellectual property aroused the great interest.”
In the course of the event, the experience on introduction and application of composite materials and products from them in transport infrastructure, building industry, housing and utilities infrastructure, sport and leisure, issues of quality control and federal and regional measures to stimulate demand for composites were discussed. As experts estimate, up to 70% of such products sold in our country are of not sufficient quality and often are even supplied with false quality certificates.
Further, Evgeny Kablov took part in work of a plenary meeting of the Forum “Development management. National priorities in the technological sphere”. The main issue of consideration was the transition of the domestic industry to a new technological mode and determination of the national technological priorities.
Nikolai E. Rogozhkin, plenipotentiary of the President to the Siberian Federal District opened the plenary meeting. Dmitry O. Rogozin, deputy chairman of the Government of the Russian Federation, made the welcoming speech and noted, that “an important aspect ensuring the Russian position on the world market is the national security and the main factors, which support it, such as: scientific development, manpower and production facilities”. According to him, fundamentally new solutions in industry and realization of new developments, digital and additive technologies, robotics are no less important. “The third component is determination of priorities and technological challenges,” – the Vice-Prime Minister pointed out.
Vladimir F. Gorodetsky, Governor of the Novosibirsk region, reported about regional tasks in terms of implementation of innovations for the purpose of transition to a new technological mode. A special attention he has paid to reindustrialization of the region and drawing up of a program of the enterprises re-equipment to solve a number of problems including, but not limited, the import substitution.
It should be noted, that within the framework of the Forum, the report issued by the Expert council of the College of the Military and Industrial Commission of the Russian Federation was discussed. The main national priorities in the technological sphere were described in the document. A special attention in the report was paid to materials science; in addition, it was noted that VIAM develops advanced structural and functional materials of the new generation.
On June 4, within the frame of the Forum, Evgeny Kablov held the round able “Additive technologies as the most advanced trend of rapid progress in science and technology”.
Director General of VIAM also participated in the round table "The structure of scientific institutions: what has changed?" In his speech, Evgeny Kablov noted that the effectiveness of scientific organizations should be estimated primarily by the results of intellectual activities and the number of patents. In particular, he said that in 2013 the number of patents in the United States was more than 300 000, in China - more than 1 300 000, while in Russia - less than 48 000.
In addition, Evgeny Kablov spoke about activities of VIAM in the field of intellectual property – since 1993, the Institute granted 943 patents of the Russian Federation and more than 1386 know-hows were created. "As for commercialization of the intellectual property within the period from 1995 up to the present time, we have concluded 920 license agreements, 635 of which are currently valid. Last year, revenue from licensing agreements was about 145 million rubles, and in the past four years - 420 million rubles,"- said Evgeny Kablov. In addition, Director General of VIAM appreciated the work of the Siberian Branch of RAS to consolidate the efforts of research institutions for solving the problems in the interests of the domestic industry.
