On June 4, 2015 Academician Evgeny Kablov, Director General of the All-Russian Scientific-Research Institute of Aviation Materials (VIAM), headed the round table “Additive technologies as the most advanced trend of rapid progress in science and technology”, which was held in Novosibirsk in frame of the International Forum of technological development “Technoprom-2015”.
During the event, the participants considered a number of important issues related to the development of additive technologies in Russia. In particular, they discussed development of equipment and materials for additive manufacturing, the lack of normative documents, as well as an imperfect system of interdepartmental coordination in the field of additive technologies.
Opening the round table, Evgeny Kablov noted that at present time the rich scientific potential, development and an effective use of modern technologies became the key to prosperity of any country. In this regard, he reminded the audience about the message of the Russian President Vladimir Putin to the Federal Assembly, in which the head of the state suggested to implement the national technological initiative and eliminate promptly a critical subjection to technologies and industrial products of Western countries. "The additive technology, which will create conditions for transition of the domestic industry to production technologies of new generation changing radically the technological mode and become a starting point for changing the whole production cycle should be dominant of the national technological initiatives," - said the head of VIAM.
Evgeny Kablov also appealed to the representatives of science and industry "to work in close cooperation, to develop a unified mechanism for cooperation in some issues related to the development and implementation of additive technologies in industrial production."
In turn, Cand. of Sc. (Tech.) Olga G. Ospennikova, head of scientific-research bureau «Heat-resistant cast and wrought alloys and steels, protective coatings for GTE components» presented the report "Metal powder composition and additive technology for synthesis of intricate-shaped components of gas turbine engines."
In particular, she said that fine metal powder compositions are used as a charge stock for the additive production; in this case, a number of rigid requirements are specified to them. "First of all, it is provision of sphericity, rigidly defined particle size distribution, high yield, high chemical homogeneity and lowered content of gas impurities," - Olga Ospennikova emphasized. In her speech, which aroused great interest of the audience, the speaker informed about the experience of VIAM on creation and application of additive technologies. "VIAM organized a closed cycle of additive manufacture of parts for complex technical systems solve the problem of an acute shortage of metal powders from domestic alloys. All the above allows us to reduce the cost of domestic powders down to that of foreign powders," - she said.
Olga Ospennikova noted that for the first time in Russia, our specialists have produced the front combustion chamber swirler of the advanced aircraft engine PD-14 by additive technology using a domestic metal-powder composition. ""This work has been done for our industrial partner “Aviadvigatel” OJSC with the use of a fundamentally new additive technology providing a reduction in labour consumption and an improvement of metal utilization factor 10 times and 3-5 times, respectively," - she added.
Representative VIAM also told about a number of the Institute’s proposals on an effective development of the additive industry in Russia. In particular, the expediency of establishment of a consortium of scientific, educational and industrial institutions to develop, introduce and commercialize the additive technologies in various industries was emphasized. In addition, it was proposed to establish an interdisciplinary engineering center "Powder compositions and additive technology" and the National Technical Committee "Additive Technology” on the basis of VIAM. According to Olga Ospennikova, for a sustainable development of the additive industry it is also necessary to create a through training system of specialists in this field and to develop of a system of national standards.
It should be noted that on the eve of the round table Evgeny Kablov made a presentation at the interregional conference "Composite materials" and took part in the plenary session of the Forum, at which Dmitry O. Rogozin, Deputy Prime Minister, emphasized the importance of the development of additive technology in our country.
