On June 29, 2015, the II All-Russian scientific and technical conference entitled “The role of fundamental researches in realization of the Strategic directions of the development of materials and technologies of their processing for the period until 2030 has been held at the All-Russian Scientific-Research Institute of Aviation Materials (VIAM).
The event was held in order to identify actual issues and tendencies in the field of the fundamental principles of development of new materials for realization of the Strategic directions of the development of materials and technologies of their processing for the period until 2030 and to provide conditions for the exchange of research results of scientific projects. Leading scientists and specialists of VIAM, national research institutes, institutes of the Russian Academy of Sciences and enterprises of the aviation industry took part in the conference.
Academician of RAS Evgeny N. Kablov, Director General of VIAM opened the plenary meeting. After welcoming the attendees of the conference, he offered to observe a minute of silence in memory of Evgeny M. Primakov, who died on June 26. According to the head of VIAM, Evgeny M. Primakov was a real patriot of the country, prominent state lieder, who did a lot for Russia and national science. “I had a good luck to work with him in the Presidium of the Russian Academy of Sciences. He was a reputable and open-hearted person,” the head of VIAM pointed out.
In his speech, he thanked Vladislav Ya. Panchenko, chairman of the Council of the Russian Foundation for Basic Research (RFBR), for the all-round support, which allows VIAM to perform the fundamental researches in the context of the goal-oriented federal programs.
Academician of RAS Vladislav Ya. Panchenko, chairman of the Council of RFBR, welcomed the participants of the conference. On behalf of the Council of RFBR he congratulated the employees of VIAM on the anniversary of the foundation of the institute and noted an outstanding contribution made by VIAM to the development of the national science. “I also want to congratulate Evgeny N. Kablov on awarding the State Prize of the Russian Federation in the field of science and technology. It is the highest estimation of his work and the work of all employees of VIAM,” he pointed out.
In his speech, he also paid attention to the additive technologies, the most important field of the modern science. “It is a thriving industry, which has a certain potential in Russia. We are faced with a difficult task to develop and put into production new technologies to make powders of different materials including a wide range of heat-resistant materials and implantology- and medicine-purposed materials,” the Academician of RAS pr?cised. He also expressed the hope that “In the nearest future we will have domestic machines for selective laser sintering and stereolithography, which will take a noteworthy place in the digital production.”
Then Evgeny N. Kablov has presented the report “Fundamental researches as a basic principle for the development of materials of new generation”.
He reported about the Strategic directions of the development of materials and technologies of their processing for the period until 2030 developed at VIAM, which were approved by the Military and Industrial Commission of the Russian Federation. Evgeny Kablov pointed out “That work we have carried out in a close cooperation with leading scientists of RAS, representatives of universities and large corporations”. According to him, the domestic and international experience was analyzed in that document and application of new materials in all fields of domestic industry was summarized and predicted.
In addition, Evgeny Kablov listed the main principles of development of a new generation of materials and complex technical systems. According to him, fundamental and fundamentally oriented researches for creation of advanced scientific and technological potential; "green" technologies to develop materials and integrated protective systems; realization of the full life cycle of materials using information technology (creation - operation in a structure - diagnostics, repair, life extension - recycling) and the principle of continuity of material, technology, design and equipment are among them. "The principle of the use of "green" technologies in production of materials is very significant. It allows avoiding the negative impacts on the surrounding world and nature. And it may soon become a serious limitation for realization of the industry potential and serve as a factor of economic restrictions on the Russian Federation", the head of VIAM said.
In his speech, Evgeny Kablov mentioned the scientific and technical cooperation of VIAM with regions of Russia, RAS institutes, universities as well as with state research centers and manufacturing plants. In addition, he gave some examples of fundamental and fundamentally oriented researches conducted by grants of the Russian Foundation for Basic Research (RFBR), Russian Science Foundation (RSF) and other institutions.
In particular, the speaker talked about development of the manufacturing technology of front combustion chamber swirler of the advanced aircraft engine PD-14. "This work was done for the benefit of our industrial partner “Aviadvigatel” OJSC with the use of a fundamentally new additive technology providing a reduction in labour consumption and an improvement of metal utilization factor 10 times and 3-5 times, respectively," he emphasized.
In addition, Evgeny Kablov has mentioned a joint project of VIAM and Nizhny Novgorod State Technical University n.a. R.E. Alekseev (NNSTU) on creation of Arctic materials for different types of all-terrain vehicles as an example of cooperation. "Thanks to a grant of RSF, a joint laboratory was launched, where research of the climatic conditions of the Arctic zone were conducted, and requirements for the climatic resistance, structural strength, fire- and thermal conductivity of materials at low temperatures were summarized", the Director General of VIAM said. According to him, materials and methods of their adaptation to the requirements of usage under conditions of arctic and sub-arctic climate were selected on the base of these studies.

After the conference, the participants expressed their gratitude to the governing board of VIAM for the excellent organization of the event. According to all accounts, the presented reports were of great interest because of their scientific novelty and practical significance. In addition, many attendees noted that the regular holding of such topical conferences is of great importance for the development of materials science in the Russian Federation.
