On September 19, 2014 deputy Minister of education and science (MES) of the Russian Federation Lyudmila Mikhailovna Ogorodova visited All-Russian scientific-research institute of aviation materials (VIAM), where she held a meeting with representatives of state scientific centers. In frames of the event the results of MES of Russia work on correction of science development priority directions and a list of critical technologies in Russia were considered.
Opening the meeting, Lyudmila Ogorodova reminded, that «the work on making changes in science development priority directions and the list of critical technologies in the Russian Federation is carried out on a commission from the President of Russia Vladimir Putin».
According to her, the joint commission formed on a base of MES, performed a great work in this direction. «At present for our ministry this is one of the key directions of activity», stressed Lyudmila Ogorodova.
As deputy minister noted, «before a final agreement of this document a decision was taken about holding of expert meetings with organizations, which take part in drawing up of this document directly». «One of these events is the present meeting, where you can put questions and express your opinion», told Lyudmila Ogorodova. As for state scientific centers she declares, that« SSC today is the most important component of scientific-technological complex of the country». By the opinion of Lyudmila Ogorodova, «the activity of institutions participated in Association of state scientific centers, made a considerable contribution in a development of science and industry in Russia.
In frames of the meeting director of Institute of statistic investigations and economics of knowledge NIU the Highest school of economics Alexander Vasil’evich Sokolov and deputy director of the Department of science and technologies MES of Russia Andrey Martinovich Polyakov made their reports. In particular, they informed about the work done on making changes in science development priority directions and the list of critical technologies and also about intermediate results of this work.
In the course of discussion the president of Association of state scientific centers, General director of VIAM, academician of RAS Evgeny Nicolaevich Kablov made a proposal to add to the document a term «materials of new generation», that, by his opinion, in more proper way describes the tasks, which materials specialists are to solve both at present and in visible future.
Besides, he noted, that in the list of critical technologies it is necessary to distinguish the most important direction – additive technologies. «Developed countries use these technologies very actively and by no means we are to be behind them», he stressed.
It should be added, that before starting the meeting a modern experimental-research and manufacturing base of VIAM was demonstrated to Lyudmila Ogorodova. Deputy of minister appreciated a high level of qualification of VIAM employees and equipment with up-to-date machines.
