On October 24, 2012 academician of the Russian Academy of Sciences, professor Evgeny Nikolaevich Kablov, General director of VIAM took part in the first session of Council at the President of the Russian Federation on chairmanship of Vladimir V. Putin, head of the state.
During session aspects of formation of the mass industry of composite materials for increase of competitiveness of civil sectors of economy, and also creation of legal mechanisms for commercialization of results of intellectual activity, including at OPK (United Industrial Corporation) enterprises were discussed.
As Vladimir Putin declared, through modernization of economy and development of innovative branches only Russia can realize completely the potential in spheres of education and science.
He also noticed that «the state should stimulate demand for composite materials for development of innovative branches of economy». «Without demand stimulation the private capital, the private companies in this branch simply will not come, all will be picked oil, gas and metals, will go that way where the profit is more», - the Russian leader has underlined. Thus Vladimir Putin has noticed that «only state financing for development of branch of composite materials will be insufficiently». In his opinion, without development of this sector Russia risks to lose competitiveness of many branches of economy as composite materials are claimed practically everywhere: from building of habitation up to manufacture of defense engineering. «It is necessary to create also interindustry engineering centers, to train specialists for this sphere», - the President has declared.
Vladimir Putin also considers, that «the list of cases of retaining the property rights for the state on results of intellectual activity can be quite reduced. Besides, for stimulation of use of these results it is not necessary to be limited only to the state contract - it is necessary to apply more actively other mechanisms of financing».
Evgeny Kablov stated in his report that «PCM of new generation allow to reduce coefficient of safety margin of structures from 3.5 down to 2.0 due to a reduction in spread of material properties (from 24 % down to 5 %) that significantly raises cost efficiency and weight saving of structures». «At creation of PCM structures the unity principle has to be implemented: material – technology – structure», - he emphasized.
It is the Evgeny Kablov's opinion that the development of PCM of the new generation would be impossible without creation and development of necessary infrastructure. «At present, due to a state support and at the expense of enterprises a number of the centers of competence in area of development and tests of PCM and production of structures from them were created and are under development», - he declared.
The Head of VIAM emphasized also that «with the purpose of creation of long-term mutually beneficial relations between state customers and business at replication of the obtained results it is necessary to sign «contracts of life cycle» with payment after delivery and commissioning of the infrastructure objects". "It will lead to a decrease in risks in case of poor-quality design and performance of works, and also to costs reduction for both Parties», - he stated.
Let's remind that the Decree about Council at the Head of the State on modernization of economy and innovative development was signed by Vladimir Putin on June 18 (the same Decree has abolished the Commission on modernization and technological development of economy). Among problems of this new advisory body is ensuring interaction of federal and regional structures of the government, public associations, scientific and other organizations for consideration of aspects of modernization of economy and innovative development of Russia, and also preparation of specific proposals. Dmitry Medvedev, the Prime Minister of the Russian Federation is the chairman of the presidium of the Council; top leaders of the Government of the Russian Federation, profile departments, heads of enterprises and representatives of business participate in the Council.

It is remarkable that on October 24, 2012 Vladimir Putin signed the Decree «About establishment of honorary title «The Honoured Inventor of the Russian Federation».
According to this Decree, this title is appropriated to the authors of inventions having an important State-scale value and implemented in the industry for large contribution to technical progress and long-term fruitful inventive activity. It is appropriated if the patent on the invention and also reviews of enterprises and organizations about implementation of the invention are available to the person recommended for decoration.
