On October 22, 2014, Candidate of Sciences (Eng.) Olga G. Ospennikova, Deputy Director General of the All-Russian scientific-research institute of aviation materials (VIAM), has taken part in the discussion of an analytical report, which is under preparation by the Skolkovo Institute of Science and Technology within the «New production technologies» project.
During the event, the attendees have discussed the content of the submitted document, expressed their opinions and made some offers to several key sections of the report.
As Olga Ospennikova has emphasized, some provisions concerning broadening of industrial application of technologies of new generation, including additive technologies, are described in this report not completely. «For example, requirements to powder compositions for additive technologies are not described in the section devoted to materials, though this direction is today critical for our industry», – she has informed. The representative of VIAM noted that «on the whole, development of the additive technologies in Russia is restricted by the lack of powder materials for these technologies, absence of a system for certification of materials and articles made by the additive methods; furthermore, skilled specialists are not available». «Therefore, in addition to organization of powders production, which are highly demanded now, a number of measures on issue of normative documentation, certification of equipment, powders and parts produced from them is necessary as well», – Olga Ospennikova has noted. She named development of the “core-shell”-type compositions as the most promising trend in creation of powder compositions within the nearest future.
According to the deputy director of VIAM, one more important factor in the wide commercialization of additive technologies is an improvement of system of training of highly skilled specialists. «A special attention should be paid to training for main engineering professions, first of all, on the basis of corporate and national research universities, technology transfer centers and leading higher education institutions. Now it is the major component of innovative development of Russia», – Olga Ospennikova emphasized.
In her opinion, promotion and commercialization of the additive technologies in Russia require, undoubtedly, a complex and system approach and close cooperation within the consortia of RAS institutes, state scientific centers, higher education institutions, industrial and business enterprises. As an example she named collaboration of VIAM with the Institute on Laser and Information Technologies (IPLIT RAS), Saint-Petersburg State Polytechnic University (SPbGPU) and Perm Engine Company OJSC “Aviadvigatel”, which have begun development of additive technologies for manufacturing and repair of gas turbine engine parts within the Federal target program «Researches and development within the priority directions of progress of scientific and technical complex of Russia in 2014-2020».
Let us note that on September 16, 2014 the decision to develop a draft of the national technological initiative «New production technologies» has been made at the meeting of presidium of the Council on modernization of economics and innovative development of Russia at the President of the Russian Federation. Federal executive authorities, development institutes, representatives of the corresponding technological platforms and Advisory Council under the Government of the Russian Federation participate in its creation.
Development of automation and robotization equipment, additive technologies, other technologies of the new generation and providing them with materials, and also measures to improve the regulatory system for the specified types of activity have to be included in the draft.
