On September 24, 2014, Alexander V. Khlunov, director general of Russian scientific fund (RSF) visited the All-Russian scientific-research institute of aviation materials (VIAM).
In particular, during the visit he examined a number of research and production complexes: heat treatment, high-precision prepregs, ion-plasma coatings, bays for mass production of cast charge bars from heat-resistant alloys, casting of single-crystal GTE and GTU blades, production of powders and powder solders, polymer materials of new generation, ceramic composite materials and anti-oxidation coatings and isothermal forging of heat resistant alloys.
Furthermore, Alexander V. Khlunov visited scientific-research complexes for chemical express analysis of heat resistant alloys, additive production, high-temperature and fatigue tests and research-and-production complex of metallic composite materials.
As academician of RAS Evgeny N. Kablov, director general of VIAM has noted «At present, we manufacture 210 names of goods in high-tech low-tonnage production bays available at our institute. It allows us to supply materials for different branches of the domestic industry». The head of VIAM has paid a special attention to advanced developments of the Institute in the field of creation of materials of the new generation and to the Strategic directions of the development of materials and technologies of their processing for the period until 2030. Moreover, Evgeny Kablov told about sharing of experience with young specialists and personnel training system working at VIAM.
In their turn, experts of VIAM showed to A. Khlunov the work of unique scientific and production equipment and told about their scientific activities and the newest developments of the Institute in the field of materials science.
Within the visit, Evgeny Kablov and Alexander Khlunov discussed prospective cooperation between VIAM and RSF.

Alexander V. Khlunov is Candidate of Physical and Mathematical Sciences, author of a number of scientific papers and inventions.
He was born on September 17, 1958 in Moscow. In 1981, he has graduated with honours from the Moscow Engineering Physics Institute specializing in metal physics. In 1991-1994, he worked at Permanent mission of the Russian Federation at the United Nations in New York. In 1994-1996, he headed department of the Russian Institute of Strategic Studies, in 1996-2000 worked as the adviser of embassy of the Russian Federation in the USA. In 2000-2004, he held position of the deputy director of the Russian Institute of Strategic Studies. From 2004 until 2005, A. Khlunov worked at the Ministry of education and science of the Russian Federation as assistant secretary. On November 23, 2005, he was appointed to the position of the director of the Department of state policy in the field of science, innovations and intellectual property of the Ministry of Education and Science of the Russian Federation. Since September 2008, he held position of deputy minister of science and education of the Russian Federation. On February 3, 2010, A.V. Khlunov has been appointed to the position of director of Department of science, high technologies and education of the Government of the Russian Federation. Since June 30, 2012, he held the position of the head of Department of scientific and educational policy under the President of the Russian Federation.
On December 16, 2013, he was appointed to the position of the director general of Russian scientific fund.
Russian Scientific Fund was created at the initiative of the President of the Russian Federation to support basic and applied researches, development of the research teams taking leading positions in certain areas of science. For achievement of these goals, the Fund undertakes the competitive selection of scientific, scientific and technical programs and projects in several directions: carrying out basic and applied researches by the research teams, individual scientists and scientific and pedagogical employees, development of scientific organizations and organizations of the higher education, creation of laboratories and chairs of the world level in these organizations, development of experimental facilities for carrying out scientific researches.
