On December 20, 2013 General Director of the All-Russian scientific-research institute of aviation materials (VIAM), academician of RAS Eugeny N. Kablov took part in the meeting of the Council on science and education under the President of the Russian Federation.
In the work of the Council , that was held by Vladimir V. Putin, the President of the Russian Federation, Sergei B. Ivanov, leader of the Administration of the head of the state, Andrey R. Belousov and Andrey A. Fursenko, assistants of the RF President, Vladimir E. Fortov, head of the Russian academy of sciences, Ivan I. Dedov, president of the Russian academy of medicine sciences, Gennady A. Romanenko, president of the Russian academy of agricultural sciences, leaders of federal academic institutes and scientific-research centers, deputies of the State Duma also took part.
In particular, ways and priorities of development of fundamental scientific researches in RF were considered and measures on reforming of the academic sector of science and realization of new tasks were entrusted to the Russian academy of sciences.
As Eugeny Kablov declared, «it is necessary to determine in legislative terms the concepts «scientific organization» and «state sector of science». According to him, necessary bills have been already prepared by profile committees of the State Duma of RF and the Council of Federation of RF. «I hope greatly, that during a spring session they will be accepted», - added the head of VIAM.
He noted also a necessity to maintain and strengthen the general program of basic researches, which unites the Russian academy of sciences, state scientific centers, design bureaus and research centers of our country. «In the frames of this program VIAM works successfully, realizing its innovative developments. In connection with that, I’d like to invite you, Vladimir Vladimirovich, to our institute and to demonstrate how small-capacity production facilities manufacturing 210 names of products are working», - added Eugeny Kablov.
The General Director of VIAM supported the idea of realization of large state projects, which unite professionals from different scientific organizations. «For a successful embodiment into a fact of a project of state level it is necessary to choose faultlessly a base organization and a responsible person, who will be responsible for its realization», - he told and gave an example of ISS unique program «Energy-Buran», in which 1200 organizations and 70 allied ministries and departments took part.
Eugeny Kablov agreed with the arguments about a necessity to develop a personal system of bibliometric estimation of the work of scientists, which would meet the requirements of national interests of the country. Simultaneously he noted, that «the key role in the work of any professional belongs to a specific result, patent, invention». He reminded to the participants, that for the first time in the world a national database of abstracts was created in USSR in the year of 1952 and it was actually copied by the USA.
In conclusion of his speech, Eugeny Kablov handed over to Vladimir Putin the book “Armor for Buran. Materials and technologies of VIAM for ISS «Energy-Buran»”, that has been recently issued by the institute.
As the head of the state declared, Russia is in the first ten of the world leading countries in terms of volumes of public funds, allocated for science that allows to renovate a research base considerably. Vladimir Putin informed, that all these measures create for Russian scientists additional opportunities for creative realization, allowed to set new, more ambitious aims, to make discoveries and to obtain recognition not only in Russia, but all over the world.
Besides, the President of RF called to scientists to form large-scale projects of long-term horizon of realization and informed, that for the programs of fundamental researches, envisaged till the year of 2020, 834 billion roubles would be allocated.
According to Vladimir Putin, it is necessary to introduce the grant mechanism more actively under financing of exploratory researches, when a scientist during his work over the chosen theme defines perspective directions of further searches himself.
In opinion of Andrey Fursenko, priority directions of fundamental science development in Russia have to be separated into three groups.
He told that the first group was the priorities, taking into account competitive advantages of Russian scientists in either branches of science and engineering. For example, the works in the field of nuclear power engineering, space, plasma physics, laser technologies. The second group is the researches, being key themes for development of science. As he noted at last, those were the developments for the interests of the national security.
In his concluding remarks the President of Russia Vladimir Putin thanked the participants for the constructive dialogue, that was directed to an improvement of our joint work on organization of the Russian science. The head of the state told, that everything, that was considered, was necessary and there was nothing that would be forgotten. He concluded that the Council turned into the real factor of the process management.

The Council on science and education is a deliberative body under the President of the Russian Federation. It was established by Vladimir Putin in 2001 and it was named as the Council on science and high technologies. Since July 2012 it has been named like at present, in October 2013 the new composition of this structure was approved.
Its main tasks are preparation of proposals to the head of the state for definition of priority directions and mechanism of science and education development in the country, but also the measures, directed at realization of the state policy in the sphere of science and education; consideration of issues, relating to awarding of the State prizes of RF in the field of science and technologies, the prizes of the President in the field of science and innovations for young scientists.
The Council is headed by the President Vladimir Putin. Andrey Fursenko, assistant of the RF President and Vladimir Fortov, president of RAS are deputes of the head of the Council.
