On May 12, 2016 Academician of RAS Evgeny N. Kablov, Director General of the All-Russian Scientific-Research Institute of Aviation Materials (VIAM) held a meeting of the Scientific and Technical Council of Autonomous Institute “Technopark-Mordovia” and acted as a chairman of it.

Academicians of RAS, rectors of the leading Russian universities, representatives of the federal and regional ministries and departments, leaders of the largest enterprises and organizations of Russia took part in the meeting of the Council.

In the course of the meeting, the members discussed the implementation of decisions made during the last session of STC of Autonomous Institute “Technopark-Mordovia” on September 3, 2015 and considered further plans and prospects of development of Technopark for the next year. Besides, they also discussed the issue of development of domestic knowledge-intensive production.

Before turning to the issues of the meeting, Vladimir D. Volkov, Head of the Republic of Mordovia told the guests about the development of the Republic`s economy. The industry has increased by 30% for four months of the current year, agriculture is demonstrating stable growth and wages are also increasing. 17 new producing units and plants were opened, more than 2000 new jobs were created, volume of innovative products was increased by one third in 2015. Vladimir Volkov pointed out: “Technopark-Mordovia” is the most important object of innovative infrastructure of the region.  There are 82 resident companies with the sales volume of more than 5 billion rubles a year today”.

“Residents of Technopark received 273 titles of protection, establishing their right to results of intellectual activity, including 102 patents for invention. About 300 innovative projects are being implemented on the basis of Technopark now.  The task to start the work in this direction was set three years ago, and now we are getting a good result”, - Vladimir Volkov pointed out.  

In addition, “Technopark-Mordovia” jointly with the Ministry of Education and Science and the Agency for Strategic Initiatives are establishing children`s technopark in the Republic in order to prepare personnel and to involve young people into scientific and technical sphere. We pose very important task to ensure all innovative cluster of the Republic with well-trained young specialists. The Head of the Republic expressed his gratitude to the members of the Scientific and Technical Council for their permanent support and advancement of projects of the Republic at various levels.

In turn, Evgeny Kablov declared: “I have come to Mordovia for many years and I see real progress. There are a lot of concerned young specialists and the system of personnel training is organized. Much has been done for development, modernization and establishment of new working places. Mordovia demonstrates high innovative potential. Mordovia is the Republic, which covers very important areas: power electronics, optical fiber alongside with food issues. As what will be established here, it allows Russia to provide itself with fiber optics. Students of the Republican lyceum for gifted children in Russian team won two gold medals and two silver medals at the international Olympics, and that was very important and joyful for us. This is an outstanding scientific success. And I would like to point out, that Mordovia is developing our modern microelectronics. This is the most important condition for development of our country”, - Evgeny Kablov said.

It should be noted, that the attendees of the meeting of STC visited an exhibition of samples of products, presented by enterprises and scientific research centers of Russia.

The guests viewed Design Center of innovations, consisting of SAPR-center, SOFT-center, center of subcontracting and Scientific-research center. Then they got acquainted with innovative products of the residents of Technopark. And the guests viewed a laboratory of synthesis of single silicon carbide crystals.

Besides, the participants of the Scientific-technical council and the Head of the Republic of Mordavia visited JSC “Optic fiber systems” as well as Saransk television plant. All stages of production – from the site for drawing of optic fiber to quality control department – were demonstrated at the optic fiber enterprise. Thereupon Vladimir Volkov pointed out, that the task, which was put at startup of optic fiber production in Saransk, supposed to release it from its own preforms, therefore we need to continue the implementation of the project by constructing the second launch complex on their manufacture. Viewing Saransk television plant, Evgeny Kablov said: “Industrial and technological renewal of the enterprise makes strong impression on me. The progress of the plant for the last few years should be shown as an example of effective cooperation between science and production”.

On the same day Evgeny Kablov took part in a meeting, held by Vladimir Volkov, Head of Mordovia and Yuri Mikhailov, Chairman of the Scientific and technical council of board of Military-Industrial Commission of the Russian Federation, deputy chairman of the board of Military-Industrial Commission of the Russian Federation. In the course of the meeting, a decision was made to study the development of new direction – radiophotonics, which allows creating radio-frequency devices with inaccessible parameters for traditional electronics, informed “Herald of Mordovia”. The work will be carried out on the basis of Saransk enterprises in cooperation with Technopark and the University of Mordovia.
