On September, 29, 2015 Academician of RAS Evgeny N. Kablov, Director General of the All-Russian Scientific-Research Institute of Aviation Materials (VIAM) took part in the forum “Strategic of quality” devoted to the 90th anniversary of the Federal Agency on Technical Regulating and Metrology (Rosstandart).
In the course of the panel session “Quality as basis for competitiveness of economy” Evgeny Kablov made a report titled “Enhancement of the requirements for characterization of materials of new generation in assessing their conformity”.
He expressed his attitude to representatives of Rosstandart for carried out work to prepare for the Federal Law “On Standardization in the Russian Federation” (No. 162-FZ), signed by Vladimir Putin, the President of Russia on June 29, 2015. Evgeny Kablov pointed out, that since 2003 VIAM has initiated to introduce technical specifications (TU in Russian abbreviation) as a standardization document in RF, and subsequently the initiative of the institute was supported by Rosstandart and presented in the draft of the Federal Law by Ministry of Industry and Trade of the RF (Minpromtorg).
In his report, Head of VIAM reminded about the message of Vladimir Putin, the President of Russia to the Federal Assembly, in which Head of the state offered to implement national technologic initiative in order to bring advanced major state projects to life, provide national security, high quality of living, development of fields of new technological wave. “The key condition to implement national technologic initiation is development of materials of new generation, digital technologies and standards, regulating requirements for them”, - Evgeny Kablov pointed out.
He also said that the institute in cooperation with other scientific organizations, the Russian Academy of Sciences and government business enterprises under the direction of Minpromtorg worked out “Strategic directions of development of materials and technologies of their processing up to 2030”. The speaker pointed out, that in fulfilling this task, employees of the institute studied foreign experience and selected 18 directions of development in the field of materials. Evgeny Kablov reminded that materials of new generation were developed in accordance with the principles of continuity “material-technology-design” to increase their competitiveness.
According to him, no one institute can resolve these tasks alone and for this reason VIAM actively cooperates with institutes of RAS, national research universities, industrial enterprises and establishes branches in different regions of this country. “In this work the key issues are standards, technical specifications, which warrant that our products will be produced in accordance with requirements”, Director General of VIAM pointed out.
Evgeny Kablov also paid his attention to global trend towards wide application of additive technologies, which allowed to increase labour productivity by 30 times. “If we lose the opportunity to develop and introduce additive technologies into industry, we won`t be able to ensure quality and competitiveness of our products”, Director General of the institute declared.
In his opinion, the conditions for development of this direction have been created in this country and there is only a lack of necessary standards for additive production. “Those standards, which are now in force, aren`t suitable for additive technologies, because working process are quite another here”, the speaker pointed out.
In this regard Evgeny Kablov reported that Technical Committee on Standardization “Additive technologies” was established on the base of VIAM. “We face the task to develop 13 standards in the nearest time because it is impossible to speak about serious task of output of quality products without these documents. We must solve these issues and begin to work in compliance with the new standards,” – he pointed out.
In conclusion of his speech, Evgeny Kablov congratulated the representatives of Rosstandart on the 90th anniversary of the organization and presented memorable gift – a picture with the image of wheat-land in honor of the first in the country State Standard OST-1 “Wheat. Selective sorts of grains. Nomenclature.” developed in 1926.

Rosstandart is included in the system of federal executive bodies of RF and is under jurisdiction of Ministry of Industry and Trade of the Russian Federation.
