On June 29, 2015, Vladimir V. Putin, the President of Russia has signed the Federal law “On standardization in the Russian Federation” (№162-FL).

The law forms the legal fundamentals of the unified State policy in the field of standardization, its tasks and principles; the law is aimed at enhancement of the role of standardization in the re-equipment and modernization of the industry, application of innovative technologies.

In 2003 the All-Russian Scientific-Research Institute of Aviation Materials initiated the technical specifications (TU in the Russian abbreviation) as a standardization document in the Russian Federation.  The initiative and argumentation of the Institute concerning the inclusion of TU in the list of documents on standardization was supported by the Federal Agency on Technical Regulation and Metrology (Rosstandart) and was presented to the Government of RF within the draft of the Federal law “On standardization in the Russian Federation” by the Ministry of Industry and Trade (Minpromtorg).

The existence of TU is crucially important for the development of the national standardization system, as this standard, absorbed in practice, reflects fast-changing requirements of the market to the improvement of quality and properties of products and creates a basis and prerequisites for the progress in the field of aviation science and engineering.

 It should be noted that even after adoption of the Federal law “Technical Regulation” (№184-FL) in 2002, specifications for the products have continued to act, and they were subjected to the further development and registration in spite of uncertainty of their status. This document is used by the manufacturers in trial and full-scale production at metallurgical and chemical enterprises for carrying out of manufacturing and final inspection and by the customers - for identification and evaluation of quality of the purchased products. In this case, the manufacturer has a responsibility for insufficient quality of goods, as this document is a probative base of the required quality and safety of products.

It should be noted, that VIAM is a holder of more than 1200 originals of TU on materials and semi-finished products used in aviation and in others industries.
