February 13, 2015 a delegation of Ministry for Trade and Industry headed by Denis Manturov visited All-Russian scientific-research institute of aviation materials (VIAM).In the course of the visit the meeting on materials and technologies of the new generation was held.

Representatives of Minpromtorg of Russia familiarized themselves with a scientific activity of the institute, an operation of the newest industrial-research equipment and the last achievements of VIAM in the field of materials science, but also talked with VIAM specialists.

In particular, the Minister for trade and industry of RF Denis Manturov examined high-technology scientific-industrial complexes: manufacture of powders for additive technologies and powder solders, serial production of cast bar billet of heat-resistant alloys, heat-treatment, single crystal casting of gas turbine engine blades. A special attention the minister paid to scientific-research complexes of additive production, structural polymerio, metal and metal-ceramic composite materials of the new generation.

General director of VIAM, academician of RAS Evgeny Kablov told Denis Manturov about the current work of the institute and perspectives for future, some results and financial and economic indicators of VIAM activity, strategic directions of development of materials and their reprocessing technologies for the period till 2030. «Owing to technology intensive small-capacity productions and highly skilled specialists, the institute develops and supplies materials for different branches of Russian industry», the head of VIAM declared. He noted also, that « for the last three years a total number of agreements, fulfilled by the institute against the orders of aerospace and other branches of industry have been increased from 680 up to 965, but the cost of works from 790 million up to 1, 2 milliard roubles».

Moreover, the head of VIAM told about the achievements of the institute in the field of priority direction of the Russian science, technologies and engineering development – a creation of materials and industrial technologies of the new generation, about successes in development and implementation of additive technologies, which, according to him, are the key trend of the home industry. Thus, specialists of VIAM for the first time in Russia manufactured a part of advanced aircraft engine PD-14 against an additive technology using a domestic metal-powder composition. The work was carried out in the interests of an industrial partner JSC «Aviadvigatel».  

«We could manufacture a swirl of combustion chamber front device, which meets the requirements of design documentation in total», noted the General director f VIAM. According to him, the aircraft part has already been introduced into a design documentation and put into operation. « The cycle of those swirls manufacture is 10 times less in average, than the one of an investment casting technology», stressed Evgeny Kablov.

 The head of VIAM thanked the authority of Minpromtorg for conducting « of thought-out policy in the field of retooling and modernization of the institute, otherwise it is doubtful, that those results   would be achieved».

Denis Manturov highly appreciated the achievements of the institute and noted a particular role of VIAM in development of materials and manufacturing technologies of the new generation, necessary for transfer of the Russian industry to the new technological mode. He informed also, that the commission was given by the President of the Russian Federation – within a definite period of time to create the center of competence in the field of materials science for consolidation of results of all perspective scientific developments and their transformation into actual articles. According to the head of Minpromtorg, « the optimal option for creation of that center is All-Russian institute of aviation materials, which has been engaged in development of materials for aviation industry initially, but overgrew itself long ago from industry classification point of view». Moreover, Denis Manturov declared, that « for the last five years of intensive investment in science and applied components we obtained the practical results of the carried out at VIAM investigations. And these results have already been used by home plants, enterprises in sufficiently wide spectrum of industry branches».

Then the chief of Minpromtorg noted a special role of additive technologies in development of home industry: «3D-printing starts its spreading all over the world and Russia has not to be behind in this field. Application of these technologies allows to reduce a price of article, to speed up its designing and manufacture. At the earliest possible date developers must start an implementation of competitive Russian analogs of foreign products», stressed Denis Manturov and noted at the same time, that at present VIAM «is an active participant of import substitution process».

In the frames of the working visit Denis Manturov hold a meeting « materials and manufacturing technologies of the new generation as a basis of industry transfer to the new technological mode».
