On December 10, 2014 General Director of All-Russian scientific research institute of aviation materials (VIAM), academician of RAS Evgeny N. Kablov took part in a meeting of the council on the intellectual property matters under the guidance of the Chairman of the Federation Council on subject "Non-material assets as a basis for competitiveness increase of Russian economy." The meeting was directed by the Chairman of the Russian Parliament Upper Chamber Valentina I. Matvienko.
Also the heads of Ministry of Education and Science of Russia, Ministry of Economic Development of Russia, Ministry of Industry and Trade of Russia, the representatives of regional authorities, state corporations, business community, scientific, educational and public organizations participated in the meeting.
The participants have discussed ways to increase the intellectual assets share in economy of the country, to create conditions for effective evaluation of accumulated and attaining intellectual property, as well as problems related to practice of implementing results of intellectual activity.
"In Russia there are many ventures produce better goods, than those imported from abroad" - said Valentina Matvienko opening a meeting. She has requested to thoroughly analyze the economy politics of the state and business to clarify why introduction mechanism of the intellectual activity results to industry does not give the necessary effect. Valentina Matvienko has suggested making amendments to the Tax Code of Russia to eliminate barriers preventing the intellectual property market development.
The Speaker of the Federation Council also tends to reduce or cancel the tax when selling licenses on intellectual activity results.
In the course his report Evgeny N. Kablov introduced with the work and achievements of VIAM in the field of intellectual property. In particular, he has noted that "since 1993 the institute has attained 928 patents of the Russian Federation, as well as created more than 1300 engineering confidences (know-how)".
In addition, the head of VIAM has reported about the commercialization results of intellectual activities of the institute. "In 1995 - 2014 we concluded 867 license contracts with131 companies, among them 600 contracts are still valid" – he advised.
Evgeny N. Kablov has also informed the participants about the allowance system developed at the institute for inventions and also suggested to change the rules of royalty payment approved by the Russian Government. In his opinion it is necessary to imperatively arrange a minimal charge on all kinds of royalty and also perform payments to those who contribute to commercialization.
It is remarkable that Valentina Matvienko has highly evaluated VIAM activity in the intellectual property protection and emphasized that “VIAM is an example of a possible and required way to work in current conditions. Your experience must be supported and distributed by all means”. With this regard she expressed thanks to Evgeny Kablov “for the achieved results by VIAM under his direction”
