On December 8, 2014 the General Director of the All-Russian scientific–research institute of aviation materials (VIAM), academician of RAS Evgeny N.Kablov took part in the session of the Council under the President of the Russian Federation for science and education, which took place in Saint-Petersburg in the building of the State Hermitage. The event was dedicated to the status of reorganization in the academic sector of fundamental scientific research. The President of Russia Vladimir V.Putin held the sitting.
As the Head of the state noted in his speech, Russia must become a leader and a global supplier in the field of technologies of the future and products of the new technological mode. Vladimir Putin declared, that technologies, which would change the world, the very mode of economics, the way of living of millions of people were coming now and we must be leaders in these processes.
Moreover, the President of RF called to Russian scientists not to imitate foreign scientific developments, but to search for own specific solutions. He stressed, that home engineers and designers must discover their own specific solutions, the so called “non-linear” solutions of the tasks, confronting economics and industry.
Vladimir Putin called to research institutes also to use the means, allocated in the frames of the program of fundamental scientific investigations with maximum benefit. The amount of them for the period till 2020 will exceed 834 milliard roubles. At the same time he noted, that the size of financing of home science would not be reduced.
The Head of the state commissioned the Federal agency of research organizations together with RAS to pay attention to training of experienced reserve and to ensure a high professional level of applicants for leaders’ posts. The President of Russia Vladimir Putin called also to the Russian academy of sciences and research institutes of the country to take part in realization of national technological initiative.

The Council for science and education is a consultative body at the President of RF. It was founded by Vladimir Putin in 2001 and was named the Council for science and high technologies at that time. In July 2012 it was named as the Council for science and education. In October 2013 a new composition of this structure was approved.
Its main tasks are drawing up of proposals for the Head of the state on determination of priority directions and mechanisms of development of science and education in the country, and also measures, directed for realization of state policy in the field of science and education; consideration of issues of RF State awarding in the field of science and technologies, the President’s prizes in the field of science and innovations for young scientists.
The council is headed by the President Vladimir Putin; Andrey Fursenko, the assistant of the President of the Russian Federation and the president of RAS Vladimir Fortov are deputies of the Head of the Council.
