On October, 15, 2015 a meeting of the expanded Council of the Association of state research centers “NAUKA” was held at the All-Russian Scientific-Research Institute of Aviation Materials (VIAM) and leaded by Academician of RAS, Evgeny N. Kablov, president of the Association, Director General of VIAM.
In the course of the meeting he spoke about his presentation at Interdepartmental commission for technological development of the Presidium of the President`s Council on modernization of economy and technological development of Russia, in which he focused on status confirmation of state research center for research institutions.
Evgeny Kablov pointed out, that the Association jointly with the Ministry of Education and Science of Russia had carried out hard work on estimation of efficiency of activities of scientific organizations with the status SRC RF. “There are specific measures of efficiency, and if they aren`t performed, it means, that the status SRC RF can be temporarily terminated in respect of these organizations. If a scientific organization reconsiders its work in future, it can apply again for this status, and this application will be considered according to established procedure”, - Evgeny Kablov pointed out.
In his presentation he also informed about a discussion with the Ministry of Education and Science of Russia related to an issue of government financing of fundamentally-oriented researches, which were carried out at state scientific centers.
Then Sergey Yu. Matveev, deputy director of the Department of Science and Technology of the Ministry of Education and Science reported about the improvement of legal and regulatory framework, regulating the activities of state scientific centers.
It should be noted, that the participants of the session considered an issue on a holding of general meeting of the members of the Association “NAUKA”.

The Association of state research centers “NAUKA” was established in 1995 by scientific organizations, which were assigned a status of the state research center of the Russian Federation by the Government of the Russian Federation with the purpose to coordinate their activities, to protect rights and to present joint interests of its members. The Association “NAUKA” is a non-profit enterprise, which consolidates their activities. Today it unites 48 research organizations situated in seven regions of RF.
Carrying out of interaction with federal legislative and executive authorities, protection of rights and legal interests of SRC RF, cooperation in promotion of technologies, search of partners, investors both within the country and abroad, organization and assistance in holding symposiums, conferences, exhibitions, professional training of experts of SRC RF are among the tasks of the Association. Besides, the Association actively takes part in legislative support.
