On September 16, 2014 General director of All-Russian scientific-research institute of aviation materials (VIAM) academician of RAS Evgeny Nicolaevich Kablov took part in the meeting of the presidium of the Council under the President of the Russian Federation on modernization of economics and innovative development of Russia. The event was held by the Chairman of the Government of the Russian Federation Dmitriy Anatol’evich Medvedev.
On the meeting the items of new manufacturing technologies progress, including in the field of development of automation and robotization facilities, domestic software for accompaniment of a life cycle of commercial products creation, additive technologies and up-gradation of regulator medium were considered.
As Dmitriy Medvedev claimed, «the question is about a total complex of technological and organizational methods, which change traditional notions about production. They are connected with general implementation of IT-solutions in the whole cycle – from simulation till utilization of an article».
«This is a development of up-to-date automation systems, robotics and distribution of the so called additive technologies, which allow, using a digital model, to print 3-dimensional objects – both their separate components, and articles as a whole. Under the influence of those technologies, naturally, a production becomes more flexible, meeting the requirements of a customer, possibilities appear to manufacture both unique articles and small batches of articles, so expenses reduce considerably including the ones for labour, consumables, power, logistics», the premier stressed.
As Dmitriy Medvedev noted, « in Russia it is necessary to form the new model of implementation of advanced manufacturing technologies, otherwise a technological sovereignty of the country will not achieve the required level». By opinion of the premier, in spite of definite scientific undertaking, a situation with implementation of advanced technologies in actual sector of economics into production is not cheerful at present.
Evgeny Kablov made the report on development of additive technologies, which allow to realize general principles of creation of new generation materials. By his opinion, those technologies have a great potential in the matter of power expenses reduction for various types of products.
«Thus, it should be concluded, that the extent of additive technologies usage in material production is one of the indicators of industrial and innovative development of the state», Evgeny Kablov stressed. He noted, that for wide implementation of these technologies it is necessary to prepare proposals on creation and development of engineering centers in the field of additive technologies, to ensure a creation of the system of national standards for additive production, to envisage a scale application of these in different branches of industry, providing their priority financing, but also to systematize a preparation of specialists in the field of additive technologies.
Deputy Chairman of Government Arkadiy Vladimirovich Dvorkovich, Minister of education and science Dmitriy Victorovich Livanov, Minister on issues of Open government Michail Anatol’evich Abyzov, representatives of executive power bodies, heads of regions, leaders of profile enterprises and scientific-research institutes also took part in the event.
