More than 130 representatives of Ministry of Education and Science of the Russian Federation, state corporations and integrated structures, design bureaus, enterprises of aviation industry state scientific centers of RF, RAS institutes, national research universities and other organizations took part in the event.
On September 6, when opening the plenary session, academician of RAS Evgeny N. Kablov, Director General of VIAM, has greeted participants of the conference and wished them fruitful and effective work. Also, he noted that GCTC of VIAM had won competition of the Ministry of Education and Science of the Russian Federation and become the center of the collective use. «I’d like to express my gratitude words to the Ministry of Education and Science of the Russian Federation for comprehensive assistance and the support rendered to VIAM within this competition», - Evgeny Kablov has emphasized.
In addition, the head of VIAM reported that the letters of greeting from Lyudmila M. Ogorodova, deputy minister for science and education of the Russian Federation, Rustam N. Minnikhanov, President of the Republic of Tatarstan, academician of RAS Vladislav Ya. Panchenko, chairman of the board of the Russian fund of basic researches, academician of RAS and Doctor of Chemistry Sergey M. Aldoshin, vice-president of RAS, director of the RAS Institute of problems of chemical physics and Dmitry V. Sharonov, deputy prime minister of the Government of the Republic of Bashkortostan were received by organizing committee of the International conference.
Sergey V. Salikhov, director of the science and technologies department of the Ministry of Education and Science of the Russian Federation, reminded that «problems of development of the collective use centers were considered at the highest level, including by Vladimir Putin, President of the Russian Federation, at the Science and Education Council». According to him, GCTC of VIAM possesses a substantial research base; that gives GCTC, as a center of collective use, an opportunity to put its modern equipment at the disposal of scientists from different scientific organizations of our country to carry out researches.
Further, Vildan Kh. Zinnurov, Deputy Prime Minister of the Ulyanovsk region, has told about cooperation of the region with VIAM. «At present, we cooperate in some directions, which are of interest to the domestic aerospace industry», - he declared. First of all he mentioned development and production of polymer composite materials (PCM) of new generation, creation of engineering centers for design and development of the new functional coatings technology and implementation of the project aimed to opening of educational and training centers in the field of PCM and metallic coatings.
Furthermore, Vildan Zinnurov mentioned activities of the Ulyanovsk scientific and technological center (USTC), branch of VIAM. «USTC is one of the most hi-tech enterprises of the region with one of the best labor remuneration level», - he has emphasized.
Alexander I. Sedov, Deputy Prime Minister, Minister of industry, science and new technologies of the Republic of Mordovia has noted close relationship between VIAM and the republic enterprises, in particular, in the field of power electronics.
He has thanked Evgeny Kablov for his work as the chairman of the Scientific and technical council of "Technopark-Mordovia". «Evgeny Kablov is “a driving force” of our Technopark, and we hope that he has the further success in his duties», - Alexander Sedov told.
Further Evgeny Kablov made the report «Researches in the field of corrosion protection, aging and biodeteriorations of materials and structures in different climatic zones and environments». In particular, he stressed the need to create a united network of climatic tests, stated its purposes and tasks and analyzed foreign experience in this field. Then, the head of VIAM told about tests in sea water in different climatic zones, researches of corrosion and aging mechanisms, fields of activity and prospective developments of GCTC of VIAM and about a new complex of climatic tests created at the institute, where the newest unique foreign equipment is installed.
Doctor of Chemistry, Prof., Aslan Yu. Tsivadze, academician-secretary of the chemistry and materials science department of RAS (A.N. Frumkin Institute of Physical Chemistry and Electrochemistry of RAS) told about innovative developments of functional materials of new generation.
Doctor of Science (Tech.), professor, academician of RAS Nikolay P. Alyoshin, representative of Bauman Moscow State Technical University presented the report «Up-to-date developments in the field of non-destructive testing for the defense-industrial sector».
«Problems of strength and destruction of coated materials» – it was the subject of the report of Doctor of physical and mathematical sciences, professor, academician of RAS Vladimir A. Babeshko, representative of Kuban State University.
Doctor of Science (Tech.), Prof. Alexander A. Inozemtsev, managing director and chief designer of JSC Aviadvigatel, focused on development of methodology for assessment of service life of GTE parts taking into account the corrosion damages caused by operational and climatic factors.
Doctor of Chemistry, professor, academician of RAS Vyacheslav M. Buznik, advisor of Director General of VIAM, made the report «Studying of an influence of water on PCM by nuclear magnetic resonance methods».
Ralf Walter, representative of Walter+Bai AG offered solutions developed by his company to tests of materials under environmental attacks.
Let us note that prior to work of the plenary session Evgeny Kablov and specialists of GCTC of VIAM have acquainted the attendees with facilities of the Center, modern equipment and tests carried out here.
Further, the conference has continued the work in two sections.

Doctor of Chemistry Konstantin V. Shirshin, representative of V.A. Kargin Polymer Chemistry and Technology Research Institute (NII Polimerov) presented the report «New polymer materials for in water- and ship-based and off-airfield aviation engineering».
Candidate of Chemistry Ruslan K. Vagapov (JSC Gazprom VNIIGAZ) told about corrosion aggression of the atmosphere and requirements to the lacquer-and-paint coating systems.
Andrey A. Smetkin (Perm National Research Polytechnic University) reported about sintered titanium alloys.
Kirill Ye. Zakharov (VIAM) told about low-temperature compaction of sulfuric acid anodic-oxide coatings applied on parts made from Al alloys.
After the session, the attendees were acquainted with samples of materials and structural components being tested in natural climatic conditions of GCTC.

Doctor of science (Tech.) Galina F. Rudzey, representative of Siberian Aeronautical Research Institute named after S.A. Chaplygin made the report «Forecasting of fatigue durability of specimens from aviation materials with regard to corrosion-load exposure».
Vadim B. Dyudin (G.M. Beriev Aircraft Company) analyzed the efficiency of corrosion protection of Be-200ChS aircraft.
Alexander V. Tribunskiy from S.P. Korolyov Samara State Aerospace University presented to the attendees a research work on resistance of low-alloy steels to attacks of seawater corrosion.
Degradation process analysis by variation of quality indexes of part surfaces being in contact with aggressive media was the focus of the report made by Doctor of science (Tech.) professor Tatiana A. Nizina from Ogarev Mordovia State University.
Ivan M. Medvedev, representative of GCTC of VIAM, told about automatic control of temperature and humidity in building elements exposed to environmental attacks.
The report presented by Vladimir A. Kukareko (The Joint Institute of Mechanical Engineering of the National Academy of Science of Belarus) was focused on corrosion resistance of Chromium-diamond coatings modified by nitrogen ions.
Andrey I. Shestakov, representative of Lomonosov Moscow State University (LMSU) made the report «White Sea biological station of LMSU as a test site for arctic-intended materials».
Andrey S. Frolov from GCTC of VIAM told about corrosion tests of automobile steels with protective coatings exposed to maritime environment by image analysis techniques.

On September 7, 2014 the International Conference «Corrosion, ageing and biological resistance of materials in marine climate» continued its work.
Pavel Seserko from ALD Vacuum Technologies told about the new unit for application of coatings Smartcoater and its flexibility in operation in different processes of coatings application.
Candidate of Engineering Sciences Yuriy M. Vapirov from FSBES «Institute of natural-technical systems» of RAS reported about peculiar features of count of operating loads under climatic tests of PCM and composite structures.
A representative of Ogarev Mordovia State University Doctor of Technical Sciences, Professor Vladimir T. Erofeyev made a report «Skeleton polymerconcretes for buildings, being in aggressive environment».
Doctor of Technical Sciences Il’ya G. Roberov, presenting FSUE «NIISU», informed the participants about investigation of deformation processes of corrosion-resistant laminated steels.
Doctor of Chemical Sciences Lyudmila P. Efimenko (Institute of silicate chemistry after the name of I.V.Grebenshchikov, RAS) told about new approaches to a creation of coatings against growth.
Candidate of Physical and Mathematical Sciences Vladimir A. Krashaninin from Institute of metallurgy of Ural Branch of RAS made the report «Combined corrosion - wear resistant coatings for protection of articles from abrasive effect in chemical aggressive media».
An employee of FSUE «Krylov State Research Centre» Dmitriy Lebedev highlighted the item of influence of corrosion medium on characteristics of new aluminum-magnesium alloys of 1550М and 1565Ch grades.
Maxim V. Molokov, representative of GCTC of VIAM, in his report told about an influence of exposure conditions on development of processes of wood climatic ageing.
Specialist of JSC «NIAT» (National Institute of Aviation Technologies) Rostislav O. Sirotkin made the report «About methods of provision and confirmation of manufacturing (production) quality of competitive articles of aviation engineering».
Representative of GCTC of VIAM, Candidate of Physical and Mathematical Sciences Valeriy O. Startsev made a report « Gradient of strength in thickness of carbon plastic after a long-term exposure in maritime climate».
Maxim A. Strelkov from «Millab» company told about the equipment for testing of corrosion and sunlight weather resistance.
The participants of the conference expressed their gratitude to VIAM for excellent organization of the event. By general opinion, the presented reports aroused a great interest owing to a scientific novelty and practical significance. Besides, many noted, that regular carrying out of similar subject conferences is of great importance for applied investigations in the field of corrosion protection.
By the results of the conference, a joint solution was taken.
The participants of the 3-rd International scientific-technical conference «Corrosion, ageing and biological resistance of materials in maritime climate» came to the following solutions:
With regard for a basic role of materials of the new generation in the innovative development of industry to prepare an address to the President of the Russian Federation in the name of participants of the conference about a necessity to include the direction « Materials of the new generation and deep reprocessing of raw materials» into priority directions of science, technologies and engineering development in the Russian Federation.
To consider it to be expedient to address to the Government of the Russian Federation with a proposal to approve «Strategic directions of the development of materials and technologies of their processing for the period until 2030» and to take them into account when forming of new state and federal programs for special purposes.
To note a necessity to create a national net of climatic testing centers in the Russian Federation involving foreign zones of sea tropical climate in the frames of «СМ-2025» new program events.
To support creation of a pavilion in GCTС of VIAM to simulate tropical climate for investigation of microbiological resistance of materials, and special-purpose beds to carry out shallow and deep-water tests of materials and complex technical systems structures in water areas of the Black sea.
To note a necessity of revision and actualization of documentation, taking in account the foreign experience with the purpose to ensure the efficiency of means and methods of corrosion protection, ageing and biodeteriorations of complex technical systems during their storage and operation.
To carry out these tests in the Russian Federation, it is necessary to support provision of a sea vessel and budget financing for exposure of materials and complex technical systems structures.
7. To note the high scientific and technical level of the international conference, presented reports and to recommend to hold the conference at GCTC of VIAM on a regular basis.
