On February 13, 2014, academician of RAS Evgeny N. Kablov, Director General of the All-Russian scientific-research institute of aviation materials (VIAM) took part in the second Russian-French industrial seminar on military and technical cooperation.
Dmitry O. Rogozin, Deputy Prime Minister of Russia, chairman of the military-industrial commission opened the seminar. He pointed out a long-term mutually beneficial cooperation between Russia and France in many industry branches, incl. the military and technical area. At the same time, Dmitry Rogozin emphasized that Moscow and Paris are turning from military and technical cooperation to military-technological and defense-technological cooperation, which will allow to develop more trusting relationships between our countries at the qualitatively new level.
«At present, Russia and France established a committee, whose activity is focused on initiation and control of implementation of our new projects in the sphere of defense technologies», reported Dmitry Rogozin. According to him, the matter concerns not only creation of joint production companies and "joint benefits" on the market of other countries, but also important R&D works, joining of intellectual potential and exchange of information.
Evgeny Kablov made a report at the seminar. According to him, any future projects cannot be successfully implemented without materials and technologies of new generation. «For development of the Russian-French cooperation in the field of materials science it is necessary to create a working group to cooperate in the field of materials application», Evgeny Kablov told. In addition, he reported about the program «Strategic directions of the development of materials and technologies of their processing for the period until 2030» developed by VIAM and noted that it is reasonable to carry out cooperative works and specific projects within the most prospective directions, among them are "smart" structures, intermetallic compounds, polymers, complex protection against corrosion, aging and bio-deteriorations.
«Also it is necessary to take into account the basic principle of development of materials of new generation – integrity of material, technology and structure», declared Evgeny Kablov and emphasized that «exactly the above mentioned will allow to realize potentialities of materials in the article to the best degree».
The representative of “JFAS" (France) of the French defense industry complex agreed entirely with these theses. The foreign specialist emphasized that cooperation of French enterprises with VIAM is very important, since «this Russian institute is a unique material science center, which does not have any analogs in Europe». «It is caused by the fact that VIAM carries out a full cycle of works – from an idea up to demonstration of technology by carrying out basic and applied researches, development of materials and technologies, documentation and equipment», he noted.
